• Authorize Core Executor Agent Funding - Authorizes the Genesis Capital Allocation to Core Council Executor Agent 1.
• Define New Ranked Delegate Compensation System - Defines a new compensation system for Ranked Delegates that integrates with the Treasury Management Function.
• Update Agent Artifact For Obex Launch - Updates references from Launch Agent 4 to Obex now that Obex has publicly launched.
• Trigger Subsidized Borrowing For Spark And Grove - Triggers Subsidized Borrowing for Spark and Grove as of January 1, 2026.
• Expand Use Of StarGuard - Expands the use of StarGuard to cover all Prime Agents.
• Remove Spark And Grove Senior Risk Capital - Removes the Senior Risk Capital that Sky was previously providing to Spark and Grove.
• Add New DAO Resolution To Grove Artifact - Adds a new DAO Resolution for onboarding with Wintermute in the Grove Artifact.

Outcomes

This poll implements a Minimum Positive Participation value. The Minimum Positive Participation for Atlas Edit Weekly Cycle Proposals is currently set to 480,000,000 SKY.

If the votes for the 'Yes' option exceed the votes for the 'No' option AND the votes for the 'Yes' option equal or exceed 480,000,000 SKY, then the following actions will be taken:

• The associated Pull Request will be merged into The Atlas.
